Joint Venture Health and Safety Manager

Reporting to the Joint Venture Project Director and working in collaboration with the site management and project leaders, the Joint Venture Health and Safety Manager will lead a team of professionals to drive the project forward in our ambition to develop proactive, leading-edge practices to consistently achieve industry-leading results.

Responsibilities include but are not limited to the following:


  • Plans, develops and implements Health and Safety Management Plan for the Joint Venture Project with relevant procedures to support. Supports and promotes the Joint Venture Partners Quality, Health and Safety, Regulatory and Environmental plans ensuring alignment with their corporate requirements and objectives.
  • Assists the Joint Venture divisions with the development of project specific HS policy and procedure documents.
  • Ensures that all regulatory permits are up to date across the Joint Venture.
  • Maintains a repository for all applicable documentation related to regulatory compliance and permitting.
  • Conducts or coordinates HS inspections.
  • Coordinates HS training for all Joint Venture employees.
  • Supports the Joint Venture Partners claims management and early return to work programs for injured employees.
  • Coordinates responses to internal and external stakeholders regarding HS complaints and concerns.
  • Represents the Joint Venture at any on-site inspections by all regulatory agencies.
  • Tracks progress with respect to goals; reacts effectively to deviations, bringing about prompt and appropriate action. 
  • Reports to the Joint Venture Management Team on a weekly basis to confirm progress to plan, or to give Action Plans to correct deviations from course; translates the management group’s decisions into action and reports on all such items in subsequent meetings.
  • The HS Manager consults with the respective Joint Venture partners HSEQ Managers in support of the project.
  • Initiates or accepts, leads, and supervises appropriate organizational projects, working with the Joint Venture Management Team to jointly develop standardized best practices.

Skills, Knowledge and Required Competencies:

  • Capable of driving the Joint Venture forward to an industry leading position where zero regulatory violations and environmental accidents and/or incidents are achievable on a year to year basis.
  • Understands the broad outline and intricate detail of all relevant HS legislation and regulations applicable to the company.
  • Understands personal responsibilities for effectively managing HS aspects.
  • Capable of developing action plans to identify current and on-going HS issues within the organization, prioritizing the key issues and developing solutions.
  • Ensures consistent quality of construction by developing and enforcing systems, validating processes, providing documentation and controls.
  • Strong communication skills, both written and verbal.
  • Builds confidence and strong working relationships with the Project Director, Operational Managers, Project Managers and Superintendents by working with them to help them manage the overall day to day operations with compliance to all applicable regulations at the forefront of their decision making, and to provide guidance to finding solutions for regulatory and environmental related problems.
  • Develops strong working relationships with the client, Port Metro Vancouver, WorkSafe BC, and unions.
  • Follows-up with internal customers and external regulators relentlessly to ensure delivery of agreed outcomes.
